  • Analyzes accounting data and processes budget adjustments promptly to ensure contracts, agreements, and invoices are processed and approved in a timely manner.Monitors and makes needed adjustments to commitments as spending forecasts change. Reviews all commitments in all appropriations at least twice a year and makes adjustments as spending forecasts change.Assists in all aspects of the SAP PA initiative and ensures that all SAP related problems are resolved as soon as possible. Provides guidance and training on accounting matters related to FTP, SRM, CEMIS, and SAP. Monitors EDOC reports and makes corrections for commitments, invoices and other interface documents as needed.Compiles the Overtime, Travel Expenses, Winter Expenditures, and Cost Savings reports, validates the accuracy of each report and timely distributes to district and county managers to meet project schedules and complete work within budgeted costs. Coordinates the cash flow estimated between MPMS, ECMS and SAP to ensure prompt payments to contractors. Serves as the lead on all invoicing and related questions on Marcellus Shale and as CEMIS coordinator.Serves as SRM requisitioner and creates the shopping carts for the Fiscal Department. Inputs the good receipts when items are received for the department. Involves being knowledgeable about the purchasing manual, communicates with purchasing agents and power users regarding state contracts, and all forms and attachments that are needed to make a purchase. Works with the District personnel to assure that purchasing policy and procedures are followed properly.Serves as Purchasing Card Coordinator, monitor and review p-card purchasing accounts as required by the Department.Maintains liaison with district sections to control commitments, expenditures and accumulates data for budget inclusion. Reviews contract work orders, payment documents, invoices, commitments, accounting reports and similar financial paperwork to maintain budget information on a current basis throughout the fiscal year. Reviews all WBS entries from MPMS to ensure project information is set up correctly. Set up original bids in the finance system, monitors interface documents and as needed, balances out projects in the financial system as contracts are completed. Corrects project numbers and other funding information in ECMS for work orders and estimates to correctly interface to SAP.Corrects invoices and commitments as errors occur.Maintains necessary contacts with central and district office personnel to accomplish above responsibilities.Performs other duties as assigned.Essential Functions:1.
